Ann Lugbill

Whistleblower lawyer Ann Lugbill focuses upon representation of False Claims Act qui tam whistleblowers, SEC, and IRS whistleblowers. Her past clients include over 50 qui tam relators, including Jack Gravitt, a pioneer whistleblower whose experiences are in the False Claims Act's legislative history. Qui tam cases in which she was counsel have resulted in total recoveries exceeding $ 4.5 billion.
CBS “60 Minutes” featured Ann’s successful representation of a qui tam whistleblower whose False Claims Act suit alleged Buy American Act violations when Japanese machine tools were sold to the Government, mislabeled “Made in the U.S.A.”
Ann Lugbill's cases under the False Claims Act are broadly representative of the types of cases that can be brought and the international aspects involved in many cases. She has investigated and pursued complex health care fraud and military aircraft engine and other procurement frauds. Two very successful cases with the Murphy Anderson, PLLC firm involve the GSA Schedule and its requirements for best pricing for goods and services sold to the United States Government. In the health care arena, Ann Lugbill has been counsel in several of the most successful pharmaceutical fraud cases, including representing the late Glenn DeMott in the $ 2.3 billion Pfizer settlement adn the innovative REMS safety settlement involving the Novo Nordisk diabestes drug, Victoza.
Ann participates in Taxpayers Against Fraud (TAF), the National Employment Lawyers Association (NELA) Whistleblower Committee, and is the former NELA Sixth Circuit representative and current member of the NELA Ethics Committee. She served on the Ohio Board for Certification of Specialists in Labor and Employment Law, which certifies legal experts in labor and employment law. An Ohio Employment Lawyers Association (OELA) officer for many years, she chaired the Cincinnati Bar’s Grievance Committee, authorized by the Ohio Supreme Court to enforce lawyer ethics rules and successfully argued an "insider trading" securities lawyer discipline case before the Ohio Supreme Court, resulting in the lawyer's disbarment. Cincinnati magazine's cover featured her as one of the “Best Lawyers in Cincinnati.”
Ann co-authored two books: False Claims Act: Whistleblower Litigation and Representing the Terminated Employee in Ohio. She requently lectures on False Claims Act and other whistleblower topics, including most recently at the Taxpayers Against Fraud Conference in 2016, the National Employment Lawyers Whistleblower Conference in Washington, D.C. in October 2013 and as a guest lecturer at the Cornell University Law School's 2013 course on Whistleblowing.
Ann Lugbill has an office in Cincinnati, Ohio and thus is able to personally serve clients throughout Ohio, in Toledo, Cleveland, and Columbus. In addition to Ohio, her professional travel recently has taken her to such different locales as Yangon, Myanmar; Portland and Bangor, Maine; Boston, Massachusetts; Lexington, Kentucky; Pittsburgh, Pennsylvania; Chicago, Illinois; Virginia and Florida. Under federal bar rules, Ann Lugbill can represent clients in all states in federal courts and agencies.
Ann Lugbill is an active board member of several nonprofit groups and charitable foundations. In 2007, she was honored by Talbert House, a large southwestern Ohio social service agency in Cincinnati, with its "Ernest Talbert" community leadership award. Ann is married, speaks Spanish, and has two adult daughters who are involved in education and law service internationally, in South America, England, Italy, Myanmar (Burma), and Indonesia.
